
Downtown Vault Closure Program
The City of Goshen’s Downtown Vault Closure Program supports public safety and long-term downtown stability. The program addresses aging underground vaults located beneath sidewalks and public rights of way.
Many downtown buildings include vaults built 50 to 100 years ago using varied construction methods. Over time, these vaults can weaken, limit maintenance access, and create risks beneath public walkways.
The Downtown Vault Closure Program provides a coordinated path to permanently close these structures.
Why the Downtown Vault Closure Program Matters
The City identified concerns with downtown vaults following a 2012 structural incident. That event prompted inspections, mapping, and engineering reviews funded by property owners and the city across the downtown district.
City staff had completed ground-penetrating radar studies and structural evaluations to identify risks. The City also limited heavy equipment use to reduce strain on sidewalks above known and potentiall unknown vaults.
In 2021, the Goshen Redevelopment Commission launched a cost-share program to support closures. That work continues today as part of a long-term safety and infrastructure strategy.
In 2025, the City completed closure of a large vault near Parking Lot Q, which is along the east side of Main Street between Pike and Clinton streets. Additional vaults are now scheduled for closure through the 2026 program.
How the Program Works
Through the Downtown Vault Closure Program, the City covers all sidewalk and backfill costs. This applies to work completed within the public right of way.
Property owners with vaults are responsible for building strucutural walls across basement openings, sealing basement gaps, and removing materials from the vault.
Once those steps are complete, the City coordinates vault filling and sidewalk restoration.
