Ordinance 5255, Establishing a Designated Outdoor Refreshment Area, was passed by the Goshen Common Council and approved and adopted by Mayor Leichty on April 27, 2026.
Ordinance 5255 establishes a designated outdoor refreshment area in the City of Goshen downtown area (Downtown DORA), the boundaries of which are further described and depicted in the ordinance. During the hours of operation of the Downtown DORA, and upon the Board of Public Works and Safety’s approval of requests for designated permittee status or a temporary event vendor, a designated permittee will be allowed to expand operations into an area within the Downtown DORA outside of a designated patio area, and a designated temporary vendor will be allowed to participate in an event or festival held within the Downtown DORA. The ordinance also sets forth the regulations to be followed by designated permittees, designated temporary vendors, and persons carrying an open container and consuming alcohol during the hours of operation of and within the Downtown DORA.
