Redevelopment Commission
The Goshen Redevelopment Commission helps drive investment and development in targeted areas across the city. Working with the Redevelopment Department, the commission uses public infrastructure and other redevelopment tools to prepare sites, encourage private investment and support long-term economic growth.
The Goshen City Council established the Redevelopment Commission and Department of Redevelopment on Dec. 7, 1999. The commission operates under Indiana Code 36-7-14 and oversees redevelopment and economic development areas established by the City.
How the Goshen Redevelopment Commission supports development
The Redevelopment Commission can use several tools to encourage development and prepare properties for new investment. These include:
- Real estate acquisition
- Site preparation
- Environmental remediation
- Public infrastructure improvements
- Tax increment financing, or TIF
- Redevelopment general obligation bonds
The Department of Redevelopment works with the commission to manage projects and investments across Goshen.

The Mayor and City Council make appointments annually, while the School Board appoints a liaison to a two-year term.
Meetings & Events
The Goshen Redevelopment Commission meets at 3 p.m. on the second Tuesday of each month in the City Council Chambers at the Police/Courts Building, 111 E. Jefferson St.
The City posts agendas for regular meetings by 3 p.m. on the Friday before each Tuesday meeting. Meeting minutes are posted after approval by the commission, typically following the next regular meeting.
The City will provide public notice of schedule changes and any special meetings.
