The Goshen Police Department protects life and property through professional policing, community partnerships and a commitment to public trust. Officers serve residents and visitors around the clock by responding to emergencies, investigating crimes, enforcing traffic laws and working proactively to prevent crime.

Chief Andy Stephenson

Chief Andy Stephenson was sworn in as Goshen’s 23rd police chief on June 11, 2026, following a national search. He brings more than three decades of law enforcement and public safety leadership to the department, including service with Indiana University Police, Appalachian State University Police and the University of North Carolina System.

Chief Stephenson is committed to professional policing grounded in integrity, accountability and public trust. He believes strong relationships with residents, businesses and community partners are essential to building a safe, welcoming community while supporting the officers and civilian staff who serve it every day.

School Resource Officer program

The Goshen Police Department partners with Goshen Community Schools to promote safe learning environments and positive relationships between students and law enforcement.

Four School Resource Officers serve the district. Officers are assigned to the high school, middle school, intermediate school and elementary schools. They provide security, mentoring and educational resources while helping students build trust with law enforcement.

Police Reserve program

As trained volunteers, reserve officers support the department during community events, public safety initiatives and other assignments.

Honoring Patrolman Tom Goodwin

The Goshen Police Department honors Patrolman Tom Goodwin, who was killed in the line of duty on Dec. 11, 1998, after eight years of service.

Officer Goodwin’s legacy remains woven into the department and the Goshen community. The Goshen Police Honor Guard, established in his memory, continues to honor officers who made the ultimate sacrifice while representing the department with professionalism and dignity at ceremonies throughout the region.

His commitment to serving others also lives on through Tommy’s Kids Castle. Built in 1999 by more than 1,800 volunteers and funded through donations from local businesses and residents, the playground stands as a lasting tribute to Officer Goodwin’s life, service and the community that came together to honor him.
