What does Goshen Redevelopment do?

The City of Goshen Redevelopment Department supports strategic investment in targeted areas across the community. Working with the Goshen Redevelopment Commission, the department helps move projects from planning to construction by aligning public infrastructure, land readiness, and financing tools.

Redevelopment efforts focus on removing barriers, strengthening neighborhoods, and supporting long-term economic vitality.

The department supports projects that advance community goals and encourage private investment. Core functions include:

  • Real estate acquisition, site readiness, and demolition
  • Environmental assessment and brownfield reuse
  • Infrastructure coordination tied to redevelopment sites
  • Financing tools, including Tax Increment Financing and redevelopment bonds

These tools help position projects for success while protecting public investment.

Five-year capital plan and strategy

Redevelopment activities follow a disciplined five-year capital plan adopted by the Goshen Redevelopment Commission. The 2025–2029 plan guides infrastructure and redevelopment investments to support housing, business growth, and neighborhood stability.

The plan prioritizes projects that expand utility capacity, improve transportation access, strengthen downtown and corridor investment, and connect redevelopment areas through trail and pedestrian improvements. This approach ensures public dollars support projects with clear community benefit and long-term impact.

Recent redevelopment progress

Cherry Creek Development

Redevelopment planning supports continued housing growth in the Cherry Creek area through coordinated infrastructure and trail investments. Ariel Cycleworks Redevelopment

Public infrastructure improvements, including roadway and utility upgrades, support the redevelopment of the former Ariel Cycleworks site. The project advances the reuse of an underutilized industrial property while adding housing and mixed-use opportunities. Brownfield Reuse

Redevelopment tools continue to support cleanup and reinvestment at challenging sites, creating new development opportunities while protecting public health and environmental quality. Organizations seeking financial assistance in their assessment and cleanup of Brownfield properties can review the criteria for the Brownfield Revolving Loan Fund (BRLF). Preliminary applications for the loan can be submitted to the City of Goshen at any time during the calendar year to determine if a project is eligible for the BRLF. ​River District Revitalization Plan

The River District Revitalization Plan is a collaboration of dozens of individuals and organizations across the City of Goshen aimed at enhancing Goshen’s downtown character and providing a connection from downtown to the Elkhart River. A copy of the plan is available to review and download.
