The City of Goshen is exploring the potential creation of a Downtown Outdoor Refreshment Area (DORA) and is seeking input from downtown business owners as part of an early review process.

A Downtown Outdoor Refreshment Area is a state-authorized district allowing patrons to purchase alcoholic beverages from participating, permitted establishments and enjoy them outdoors within clearly defined boundaries. Communities across Indiana use DORAs to support downtown activity, special events, and local businesses while maintaining clear rules and oversight.

Goshen has not established any DORA districts. This effort focuses on understanding interest, impacts, and operational considerations before any policy decisions move forward.

What a Downtown Outdoor Refreshment Area Allows

Under Indiana law, a DORA may permit customers to leave a participating business with a limited number of alcoholic beverages purchased on site and consume them within the designated area. Only beverages purchased from approved establishments may be consumed, and all activity must remain within the district’s boundaries.

State law sets container limits, signage requirements, and operating rules. Local ordinances define boundaries, participating locations, dates, and hours. A DORA does not override existing laws related to public safety, open containers in vehicles, or alcohol service responsibilities.
