Planning and Stormwater Final Exterior Requirements

Before the City of Goshen can issue a Certificate of Occupancy, a project must pass its final building inspection and meet applicable exterior site requirements.

The Building Department oversees building requirements. Planning & Zoning and Stormwater oversee applicable exterior site requirements.

Certificate of Occupancy final inspections

Projects must meet all applicable requirements before receiving a Certificate of Occupancy.

Review the Basic Requirements for Planning & Zoning and Stormwater Final Inspections for information about exterior site requirements and final inspections.

Cold-weather Completion Agreements

During colder months, weather can prevent property owners from completing certain Planning & Zoning and Stormwater requirements.

Property owners may apply for a Completion Agreement that allows occupancy before completing those weather-dependent items. Projects must still pass the final building inspection before occupancy.
