Asphalt Replacement

The City of Goshen is committed to keeping roads smooth, safe, and functional. Our streets do more than help us get where we’re going. They connect us as a community. Asphalt replacement plays a key role in maintaining that connection by extending the life of our roadways and improving travel for everyone.

Goshen inspects and rates the condition of city streets every two years using a 1 to 10 scale. Streets rated 8 to 10 are in good condition, 5 to 7 in fair condition, 3 to 4 in poor condition, and 1 to 2 in failed condition.

The City’s Pavement Management Plan guides the maintenance of 146.6 miles of roadway. It supports cost-effective decisions that preserve pavement and improve overall road conditions. Goshen’s goal is to reduce the number of streets rated 1 to 4 (poor or failed) from 70 percent to 30 percent over the next 20 years.

What to expect in 2026

Asphalt Paving Phase A

The first paving phase will begin in early March 2026 and continue through July 2026. The following streets are scheduled to be paved during this phase:

• South 15th Street – from US 33 to Eisenhower Drive

Concrete sidewalk work will be the first phase of construction and is expected to be completed by the end of June. Road construction will then begin on the south end of 15th Street and work north.

Asphalt Paving Phase B

The second paving phase will include Maple City Industrial Park, along with several other streets. The following streets are scheduled to be paved during this phase:
