The City offers an annual Sidewalk Reconstruction 50/50 Program to help residents share the cost of replacing public sidewalks located adjacent to and parallel with City streets. Each year—typically in the spring—the project is advertised for bid and awarded to the lowest responsive and responsible bidder.

Residents who wish to participate may apply to have some or all of their qualifying public sidewalk reconstructed. The City evaluates sidewalks every five years and assigns a condition rating on a scale of 1 to 10, with 1 indicating the poorest condition and 10 indicating excellent condition.

Please note that this cost-sharing program applies only to sidewalks that run parallel to City streets and are rated 6 or lower. The City does not participate in the cost of reconstructing sidewalks rated 7 or higher. Funding for replacement of sidewalks rated 6 or below varies each year and is awarded on a first-come, first-served basis.

DC Construction will contact residents on the interest list to schedule a visit to discuss the project and provide an estimate. The estimate will show the total cost of construction. Through this program, you are responsible for 50% of the total cost.

What are the deadlines for participation?
May 29, 2026 – Final Day for Applicants to request an Estimate

June 19, 2026 – Final Day for Contractor to issue 50/50 Quotes to Residents

July 10, 2026 – Final Day for 50/50 Agreement Commitments & pay 50% share.

After this date, all uncommitted quotes will be deemed void.

Can I apply now?
We are no longer accepting applications for the 2026 construction season. Residents interested in participating in 2027 can call 574-534-2201 to be added to the interest list and be notified when applications open.

Will everyone on the list be approved?
Placement on the interest list does not guarantee approval or funding. Participation is subject to sidewalk condition ratings, eligibility requirements, and available funding.
